A blind transfer is a type of call transfer. Person one calls person two (a secretary, for instance). Person two transfers the call to person three, without talking to him. Typically, person two presses a “transfer” button on the phone's keypad, dials person three's phone number and then hangs up. A blind transfer is also known as an unsupervised or cold transfer.
